Why are multimeters not approved for testing for safe isolation in UK?

You can use them to test known source and then circuit switched on and then off so what is the problem that makes them unsafe for this? Why are multimeters not approved for testing for safe isolation in UK?
Can't give you a direct answer, this may help??

simple answer to this is thatmultimeters can so easily be misread, obviously you could have the meter on the wrong setting or the selector switch could be faulty or the leads could be faulty or mis fitted

in short too many variables could lead to wrong conclusion therefore not as reliable as a voltstick which should be checked on known voltage first

now i understand your problem but do test lamps work on different voltages i dont think so therefore one would need something more definitive

if non contact voltsticks are not approved then why make them

also consider when neutral is open circuit and earth open circuit what would test lamp show if live has 3300v on it
