What are hospital transporters' rights/responsibilities regarding PPE while moving an isolation patient?

My husband is an orderly at a hospital where they have ordered him not to wear PPE while transporting an isolation patient. Everyone else who comes in contact with the patient must wear the appropriate PPE, but because he take the patient's down the hallways, his employers say it violates the Joint Commission standards. I am a nursing student and this sound ludacris to me- they won't even let him wear gloves! Does anyone know anything about this? He may be disaplined or dismissed on account of it.What are hospital transporters' rights/responsibilities regarding PPE while moving an isolation patient?
He should insist on proper PPE. If dismissed I would say he has a good case for improper termination.
